Yes and no.
I just checked my archives and I downloaded resourcepack1.zip on the 20th of May 2002 and still have it.
In response to your request I've uploaded Tigerworks Resource Pack #1 it to: https://kliktopia.org/downloads/resourcepack1.zip and fixed the link at https://www.create-games.com/download.asp?id=364
In terms of https://www.create-games.com/download.asp?id=1595 I cannot find the 48 examples (bigpack.zip) and so have tagged it as [LOST_MEDIA].

Weird. I posted a reply and it disappeared and logged me out?!
Unfortunately, the two tutorials that I was specifically looking for, were not in the Tigerworks zip file.
One was a mouse driven orthogonal street layout designer that included automatic connections of straights, corners, T-junctions and crossroads. The other was a 2D peripheral vision tutorial (hard to explain). Maybe they were created by someone else?
